We understand there have been some questions regarding how to complete a USATF background screen.  In early October, USATF became aware of an issue rendering the Officials' background screen link inoperable.  We were able to quickly remedy this issue to ensure the Officials' background screen link worked properly.  However, we experienced another issue during the rollover of the new membership year on November 1st.  For those Officials who are renewing a background screen (not those who are completing a first time screen), you will see two links to the NCSI background screen - one of those links is correct and one is incorrect.  Our IT team is aware of the issue and is working to correct the issue.  The key to note is that background screens can still be completed by using the bottom of the two links (this should take you to NCSI - not to a payment screen). 
Additionally, we know some officials have renewed their background screens and, yet, have still received a notification that they need to complete a new background screen.  Currently, USATF is manually updating its membership system with background screen completions.  Because we are manually updating the system, there is a slight delay in the addition of background screen completions to the membership system during high volume periods.  We expect to have all completed background screens entered in the membership system within the next week.  Going forward, the automatic process should be in place within the next few weeks. 
In short, all background screens can indeed be completed at this time, and any outstanding background screen results will be updated shortly.  Thank you for your patience and cooperation.  Please let us know should you have any other issues with the system. 
How to complete an Officials' background screen with USATF:
  1. Go to:
  2. Click on "Begin the Application" at the bottom of the page.  
  3. Log-in with your 10-digit USATF membership number and password.
  4. Click on "Submit Application"
  5. Click on "I understand, Continue on"
Click on the link to start your background screen.  If you see two links that say "continuing on to start a new background check," please click on the BOTTOM OF THE TWO LINKS.  This will take you to the National Center for Safety Initiatives.  If you receive a payment screen, you have clicked on the wrong link.
